Canon Abilities/Powers:
Weapons skills: He has a habit of picking up just about any weapon and being able to use it with moderate to large amounts of skill. These are often unconventional, such as Chains and Fans, but you also see him using many thrown weapons with extreme dexterity. It's not uncommon to see him using sealing and explosive tags either, hinting at at least a moderate skill ability in the general sealing arts.
Body: As for hand to hand, he took on the majority of an army without going down, and it was mostly sentiment that seemed to get between him and winning a hand to hand conflict, not a physical lack. He has shown an ability to regenerate, and has in the past shrugged off a rasengan with no damage.
Jutsu: He has access to Mokuton, which is water and earth combined to allow someone to grow trees, extremely strong doujutsu based genjutsu due to his sharingan, being able to control the bijuu, and a rather huge arsenal of katon (fire) jutsu at his disposal. What you see him use most though is related to his sharingan however, and involves skipping in and out of a pocket dimension that only he and Kakashi have access to. A last point is that it's strongly implied he has all the abilities that come with the Rinnegan, though you only see him bringing someone back to life and almost none of the others.
Sunshineverse History:
Up until the rock fall, Obito's history remains the same. He was still an orphan who was looked down on by the clan for not being skilled enough, and by the village for being an Uchiha. He still only had help in the form of Rin before being placed on a genin team. After that, he still dealt with Kakashi's scorn as things went on a straight line until he found himself squished under a rock after saving Kakashi's life in the wake of drastically shaking the moors of the other boy's world. He gave him his eye as he did in canon, and then his two teammates left him, heading off to finish their mission, just as canon dictates.
At this point is where things deviate. There is no indication, from canon, that Obito's team ever tried to return and recover his body. Instead, other events played out, leading to canon as we currently know it. In Sunshineverse, Minato decided that since the mission was complete, they could spare a moment to recover their dead. Except, it turns out, Obito wasn't actually dead under the rocks, having used an ability of his awakened sharingan to fall into an air pocket just below where the rocks should have landed and crushed him, leaving him alive, but critically wounded instead of dead. Obito can't remember the next few months of his timeline, having been in such critical condition that all he knows is what people have told him about that time after he awoke. However, he does know these facts: his sensei convinced Tsunade to remain in the village for at least long enough to fix him, his sensei was appointed to the Hokage position while he was out of it.
He also knows that Kakashi tried to return his eye to him, which was something that he was very quick to refuse, pointing out in no uncertain terms that it was a gift, and would remain a gift, whether he was alive or not. This stayed a point of contention until a few months later when one of his female cousins left her eye to him to replace the one he lost after being killed in one of the last skirmishes of the third war. He's forever grateful, but will never understand why the eye fails to always work properly. He doesn't have the issue of it being always on that Kakashi does, but he also can rarely activate it at will outside battle. It's something he is liable to sigh over with little to no provocation when it's acting up.
The eye came later, however, and it's an unfortunate truth that Rin's concern when he was first recovering left him feeling somewhat smothered, causing a passive dispute between the two that took time to mend, though by this point in their history both are proper friends again. In fact, Rin was a strong force in the effort to rally support to get Obito into the Hokage position, so it's understandable that with both his sensei and one of the village's top medics behind him, that his appointment went fairly smoothly.
The time between his recovery and appointment passed rather quietly for Obito, with him adding more frequent babysitting to his collection of duties as Itachi wasn't the only child that he had to keep an eye on once Sasuke and Naruto were born. Being the go to babysitter for the three meant that his protective instincts, already formidable, are perhaps a touch too overactive when it seems like any of the three might be in danger. Itachi, at least, managed to put more distance between him and Obito than the other two with his early Academy graduation however. The other two, on the other hand, ended up being made off with into his personal care when his Sensei insisted he try out a genin team, much to Kakashi's relief. The Hyuuga, seeing the way the political winds were blowing, insisted that he take Hinata on his team as well, thus completing his three.
Obito, to this day, suspects that Kakashi deliberately dodged getting students, but he can't prove it, so it remains a point to poke his teammate over whenever it comes up. Suffice to say that one of Obito's quests for the upcoming year or two is to finally get the man to take on students. Somehow. Even if it means ambushing him with the assignment with no warning.
Because of the changed history, Kyuubi is right where it started, in Kushina, who Obito is sure is a tyrant out to slice him to bits when she has sword practice with him. In spite of that, she's also the closest thing to a mother figure that Obito has, and he still goes to her for advice whenever he finds himself in a bind that he doesn't want to talk to his sensei about. Suffice to say that girl troubles, an eternal problem of Obito's, fall under this umbrella. It could be worse though, and while he lives away from the highest concentration of Uchiha in the village, the clan no longer sees him as a removed part of them. After all, he's an Uchiha and Hokage, and that is how it was intended to be from Konoha's founding. At least, that's how the clan views it, and Obito has no intention of disabusing them of this notion.
Sunshineverse Abilities/Powers:
Weapons Skills: Just as in canon, here Obito still has a great deal of proficiency in the weapon arts. However, the focus is shifted, and instead of chains and fans, he's far better with blades, having been bullied into learning them properly by Kushina shortly after his recovery. He also has a far higher skill in seal use because Minato had more time to teach him properly, and the Hokage office tends to have a need for a great deal of day to day security seal use. It means that his grounding in both of these things is much more secure.
Body: His hand to hand is about the same, because it's not his most intense focus when he trains, but he also didn't let it slack. He does not have any exceptional healing abilities, and he takes damage like any typical person would.
Jutsu: He does not have Mokuton in this AU, though both water and earth are minor elements he's learned jutsu from, and earth is his secondary affinity. He can, however, still control the Bijuu, though this skill is currently untapped and unused. His Katon abilities are at about the same level, and he still can do strong illusions when he feels the need via his sharingan. He has no access to the Rinnegan, though it should be noted he does still have access to the pocket dimension. He has no ability to take or send other people there as in canon, however he can phase himself through it, briefly, on a whim, as it's canon he first did this before activating the Mangekyo, and thus it's not unreasonable he learned how to do it consciously.
Appearance: Obito is 5'8, has black spiky hair, and has a slender build. The oddities in his appearance have to do with old injuries, and involve scarring on his face, light but obvious, where Tsunade had to partially reconstruct the bone of his cheek and which cuts down over the right side of his lip. This scaring can be found in most areas of his right side, though the damage appears to be only at skin level. He has two eyes, however the left is finicky, prone to activating into a sharingan with little to no warning, and thus half the time Obito keeps it covered to avoid burning chakra when this happens.
Personality: Obito is a very driven man, and he was a very driven boy. He has always wanted some sort of peace for the world, a place where no one would feel alone or abandoned as he had as a child. In canon, this manifested into a terrible plan that would brute force everyone into being happy, whether they liked it or not. In Sunshineverse, however, he took the longer road, walking in the footsteps of his sensei and following the will of fire in the truest intended sense. Strength and perseverance into the future.
An important thing to know about Obito is that he has a protective streak that will never falter. In canon, again, this backfired on him horribly, but here, he's used it to dig himself deep into the bedrock of the village, making himself indispensable as a part of the ladder as he defended his comrades, proving his worth to them over the span of years. Where once a perpetually late, clumsy Uchiha child had been all that they would have seen, now, people know him as reliable, unwilling to let his people die for something that simply isn't worth it. He's made hard choices, and people have died under his term as Hokage, but every loss has been grieved, and has only made him more determined to be sure that the right shinobi get the right missions, so that no one has to die without cause, and no one would die because of an easily avoided mistake.
Missions gone wrong are a large bulk of what have reinforced his tendency not to trust first impressions in fact, as far too many clients have caused a team to be badly injured through lying. While good for politics, this outlook has made Obito more solemn than he ever wanted to be. He looks at things from an objective point of view as often as he can, as much as he might not want to, and in some ways, it makes him a rather ruthless Hokage. At least, to those beyond the village.
The reason why it isn't seen that way by everyone is simple. Obito isn't all seriousness. He knows how to laugh, and has an easy sense of humor most of the time. He doesn't want to see the world as a dark terrible place, and will fight tooth and nail to keep his optimism alive. Yes, he has to be practical, but that will never stop him from hoping for better things or wishing that he could count on brighter impressions. It leads to things like allowing his shinobi to make fun of him, so long as they keep it low key, and the good natured ribbing is often even returned.
Strengths and Weaknesses:
+ Obito is determined. This is shown over and over in canon, and he won't just let things go if he feels they need to happen.
+ Obito is perceptive. In spite of his goofy exterior, Obito is very good at paying attention, and uses what he sees to his advantage. He knows you can't be Hokage if you miss important details.
+ Obito is smart. Though when he was young, he doubted his own intelligence, having compared himself to Kakashi over and over in his youth, he's since proven to be brilliant in practical matters, catching the details that would affect things in the larger scheme.
+ Obito is creative. If you irk him, he's going to punish you, as a Hokage can't just let go of things... but it's just as likely you'll get a really crappy D-rank as it is that you'll be written up.
+- Obito cares deeply about people. While this can be a strength, making him fight harder and longer, sometimes it leaves him crippled if he loses someone dear to him.
+- Obito is kind. Though this seems like something that should be a strength, it's led Obito into more than one rocky situation in his life that could have been avoided if he'd just thought instead of running to help someone. It leaves him open to being taken advantage of even now, because he takes on more than he should.
+- Obito loves getting attention. This is a double edged sword. While it means that Obito tends to graciously accept the attentions that come with being Hokage, it also means that he's left insecure if he doesn't have that attention on him.
- Obito is overemotional. He's tried, for years, to get control of this side of himself, and is largely successful in that effort... but from time to time he'll have something catch his temper, and that's usually when he does things he later regrets.
- Obito is late a lot. It's a horrible habit he's been trying to teach himself out of, but the fact that his schedulers tend to tell him one time, and everyone else another means that it's something he hasn't quite succeeded in fixing. Thankfully when in the field, rare though it is, this almost never happens. Then again, in the field, lives rely on his being on time.
- Obito doesn't let go of things. While in some, this would be admirable, in Obito this tends to manifest into a mental catalogue of all the things he's unwilling to forget, usually in the negative sense, even if he never acts on them.

It was a typical day in the village, and this meant that things were chaotic, stressful, and overall... interesting. It also meant that the likelihood of him actually getting to go outside today was beyond negative since of course he had the dubious joy of doing every bit of paperwork involved in every mishap that happened to involve the village in any way whatsoever. Attempting to pawn off this work in the past had somehow failed to work on previous occasions, leaving him with twice as much to sort through in its place, and he was truly starting to wonder if it was a conspiracy. He had nothing to do with the civilian council, so why did they continually send him forms for, of all things, permission to remodel the interior of buildings that didn't affect shinobi life in the least?
At other times, it was things like petitions to halt over roof travel. That one, he suspected, was a hopeful bid that they pelted at every single Hokage in hopes that one of them would be tricked into agreeing. He countered that by putting into effect an ordinance that all middle-village businesses had to reinforce their roofing if it wasn't up to standard to be walked on. After all, if roofs were caving in because of the traffic, then the people who had the shop had to remedy it. He knew even the Hokage wasn't a force intense enough to stop shinobi from taking the quickest route between point A and point B, and he found the civilians rather amusing to even think that was an option.
In spite of the piles of make-work he had to go through, he was still in a good mood. He knew that the day being nothing unusual meant that if he got this mess done quick enough that he could hand out missions himself, which happened to be something he rather liked doing. He also knew that he had meetings that would break up the monotony... even if most of them came with a fresh pile of paperwork.
... On the other hand, he was sure if he skipped out to see what the Academy was up to, no one would mind. He hadn't taken an afternoon off in weeks, after all, and there was nothing really important going on...
Suffice to say that he wasn't in the office for his current secretary to yell at once they figured out he was gone. The upside? He got to go outside after all.

As of this afternoon I closed a trade agreement with one of our smaller neighbors. You more than likely are wondering why you care. [At this point there's the rustle of paper as Obito digs through a stack for a specific document. Finding it, there's a flutter as he waves it triumphantly in the air. That done, he resumes speaking.]
The reason is simple. Because of this agreement, everyone will have a chance to get discounted festival attire when the next trade caravan gets to town. It's a one time thing only people, but I figured you all wanted to know, since that caravan is due to be here, oh, about two weeks before the sakura blossom festival.
More seriously though guys, I want you all to have a good holiday, okay? Just let me know privately if any of you need the time off from missions this year.
And don't worry!
...I remembered to make sure only Konoha-nin were in on the memo this time. Sorry about the mishap that got the influx of tourists last year.

He knew even the Hokage wasn't a force intense enough to stop shinobi from taking the quickest route between point A and point B, and he found the civilians rather amusing to even think that was an option.
In spite of the piles of make-work he had to go through, he was still in a good mood. He knew that the day being nothing unusual meant that if he got this mess done quick enough that he could hand out missions himself, which happened to be something he rather liked doing. He also knew that he had meetings that would break up the monotony... even if most of them came with a fresh pile of paperwork.
... On the other hand, he was sure if he skipped out to see what the Academy was up to, no one would mind. He hadn't taken an afternoon off in weeks, after all, and there was nothing really important going on...
Suffice to say that he wasn't in the office for his current secretary to yell at once they figured out he was gone. The upside? He got to go outside after all.

As of this afternoon I closed a trade agreement with one of our smaller neighbors. You more than likely are wondering why you care. [At this point there's the rustle of paper as Obito digs through a stack for a specific document. Finding it, there's a flutter as he waves it triumphantly in the air. That done, he resumes speaking.]
The reason is simple. Because of this agreement, everyone will have a chance to get discounted festival attire when the next trade caravan gets to town. It's a one time thing only people, but I figured you all wanted to know, since that caravan is due to be here, oh, about two weeks before the sakura blossom festival.
More seriously though guys, I want you all to have a good holiday, okay? Just let me know privately if any of you need the time off from missions this year.
